Barrow airport authority still questioning stormwater fees

The Barrow County Airport Authority and the county government remain at odds over the issue of stormwater fees.

Airport members discussed the issue in a closed, executive session again at the end of Tuesday’s monthly meeting but did not approve any action.

At this point, there really hasn’t been much action period.

"The stormwater fees billed to the airport have not been paid to Barrow County," said airport Chairman Scott Miller, "and the County has taken no actions to pursue the collection of the stormwater fees billed to the airport."

The airport has, however, received past due invoices, according to airport counsel John Stell.

"The County continues to demand that the fees be paid," he added. "Under the storm water ordinance, collection may be pursued through a lawsuit."

Barrow County Manager Randall Dowling is indeed still expecting payment.

"The county simply expects the airport to pay their assessed storm water fees in accordance with the adopted storm water utility ordinance," he said, "just like everyone else."

The issue began late last year, when the airport authority, along with dozens of other organizations and quasi-governmental agencies was assessed for current and prior-year stormwater fees due to their having at least some property in unincorporated Barrow County, which for the last few years has had to pay a stormwater fee which goes to county maintenance of stormwater infrastructure.

The authority received a bill at the end of 2013 for stormwater fees in excess of $6000 from the county for the past year and previous years. The authority has said repeatedly that they should not have to pay this amount since they maintain their own detention pond.

Stell had said at a earlier meeting that the county seems willing to discount the stormwater fees, possibly by as much as half, for credit given for onsite management at the airport's expense.
