The Barrow County Board of Commissioners is set to fill one vacant department head position this week, when it hears a hiring committee’s recommendation for the elections supervisor position.

Kristi Royston’s last day in that role was Dec. 31, when she resigned to take a position as assistant elections supervisor with the Gwinnett County Board of Registration and Elections.

Human Resources Director Norma Jean Brown said Friday she will be bringing the hiring committee’s recommendation to the board for approval, but she wouldn’t announce who the committee has selected.

She said Commission Chairman Danny Yearwood has expressed support for the committee’s recommendation.

More than 75 people applied for the position, Brown said. Seven of them met the minimum requirements, and one applicant requested to be removed from consideration.

The hiring committee, which included Brown, Operations Development Manager Bob Hohe and Commissioners Steve Worley and Billy Parks, interviewed the six qualified candidates, Brown said.

Three of those candidates were called back to make a presentation to the committee about the office’s day-to-day operations, what happens on elections day and what the elections supervisor needs to be prepared for that day.

"Each committee member learned more about elections than ever before, during this process," Brown said. "It was just so enlightening, even having been elected before."

Katie Ferm, the former elections assistant, has been acting as the interim supervisor since Royston’s departure.

Brown said she also hopes to hold interviews for the fire chief and CFO positions – other top county positions temporarily filled for several months – within a month.

About 100 people have applied for the two positions combined, she said.

The hiring committee for the CFO met Friday and a hiring committee for the fire chief is scheduled to meet Tuesday.

"We have great applicants for the CFO and fire chief positions," Brown said. "I’m very pleased and I believe the commissioners are very pleased."

Internal auditor Marilyn Golightly has been acting as CFO since last summer and John Skinner has been interim fire chief since October 2009.

This will be the second time the county has attempted to fill the CFO position. Late last year, the county accepted applications for the position, but Yearwood decided not to hire any of the three finalists a hiring committee interviewed.

In January, the Board of Commissioners voted to re-write the CFO job description.
