oners is set to hear residents’ thoughts on amendments to county ordinances regarding public drunkenness and nuisance animals at its upcoming meeting.
Tuesday’s meeting will include a public hearing at 6 p.m. on those items, followed by a vote later in the evening during the regular meeting.
The proposed change to the ordinance prohibiting public drunkenness would add a section that would make it unlawful for any person "to be and appear in an intoxicated condition" in a public place or
on someone else’s private residence without an invitation to be there, "when such condition is made manifest by boisterousness, by indecent condition or act, or by vulgar, profane, loud, or unbecoming language."
If the board votes in favor of the change, it would become effective immediately.
According to the resolution, the nuisance animal ordinance changes would provide more clear regulations for the Barrow County Sheriff’s Department when dealing with nuisance animals.
The resolution regarding nuisance animals states that the county is facing a growing number of these animals and "an ever growing number of incidents" resulting from them.
The proposed amendment would provide a more detailed definition of "public nuisance animal."
The definition includes any animal that has been the subject of animal at-large violations that led to guilty pleas, convictions, and nolo contendere pleas more than twice in a 60-day period or more than five times in a year.
A timeframe for how long an animal can make "excessively disturbing noises" would also be added to the ordinance. The proposed change sets the limit for how long an animal can bark, howl or cry. An animal would be prohibited from making those noises continuously for 30 minutes or intermittently for at least an hour.
The amendment also states that any nuisance animal impounded for a third time will not be returned to the owner.
During Tuesday’s regular meeting, which begins at 7 p.m., the board will also hold a public hearing for the flood damage prevention ordinance, a rezoning request by the Georgia Club to build a sales center at the intersection of Highway 316 and Craft Road and an amendment to the UDC that would allow churches in industrially-zoned areas.
