Two members of the Barrow County Personnel Appeal Board have resigned in the past six months. The most recent of those resignations was Allyson Summerour, who told the county she was leaving her post last month.
In her resignation letter dated Oct. 28, Summerour told Human Resources Director Norma Jean Brown that because of her commitments in the community and responsibility at work, she would not be able to continue serving on the appeal board.
The Barrow County Board of Commissioners is scheduled to fill Summerour’s vacant seat on the personnel appeal board at its Tuesday meeting.
Tax commissioner Melinda Williams, Probate Judge Tammy Brown and Chief Magistrate Judge June Davis nominated Summerour, and they have selected Ronnie Morrow to fill her position, according to the board’s meeting packet.
Morrow, 62, is the vice president of operations for north Georgia at First Franklin Financial and he’s been with the company for 40 years. He said his work experience gives him "a lot of background with people and employees."
Morrow also serves on the Winder Housing Authority and has served on various other boards in the county. "I like to serve," he said.
He’s begun reviewing the county’s human resources policy and talked with the HR director about his duties.
"I’ll try to just be open-minded and honest and I really believe in the rules. Personnel policies should be black and white most of the time," he said. "I plan to be fair and honest to all people."
Morrow said he moved away from Winder for a while, but was born and raised here. He’s married to Jean and has two adult sons, Eddie and Ashley, as well as seven grandchildren.
The Board of Commissioners also recently appointed the Rev. Alfred Hazel to fill the position Johnny C. Smith vacated this summer, after the appeal hearing for former Chief Financial Officer Beth Horacek. Summerour’s resignation letter said she would have resigned earlier, "but decided to wait until the controversy caused by Johnny Smith’s resignation and inaccurate information given out regarding the last appeal hearing ended."
Other items
The new fire/E911 facility will move one step closer to completion, as the board is also scheduled to discuss a 10mb cable connection to the building. Senior network engineer Sebastian Ododa will present the expenditure request, which includes using Windstream as the service provider.
Robert Cartmill submitted his resignation from the Airport Authority Oct. 19. Commissioner Ben Hendrix is on Tuesday’s agenda to appoint a replacement.
